Grass makes sugar whenever it is bright, but only grows when it is warm. When those come apart, sugar builds up in the leaf.
Who the horse is matters far more than the weather. Nothing here leaves your phone.
This is a weather guide with a rough allowance for your horse, not a veterinary assessment, and it cannot tell you whether a horse is about to founder. If you suspect laminitis — pottery, short steps, heat in the hooves, a strong digital pulse, rocking back onto the heels, reluctance to turn — treat it as an emergency and ring your vet the same day. If your horse has EMS, PPID or a previous episode, their grazing plan should come from your vet, not from here. How the rating is worked out.
This changes the answer more than anything else. A clipped thoroughbred and a native pony need different rugs on the same day.
This is a starting point built from the forecast, not a decision. Slide a hand under the rug at the shoulder and along the back: warm and dry is right, damp or sweaty means too much, cold ears and a tucked-up look mean too little.
Over-rugging is more common than under-rugging, and horses are built to handle cold and wet weather better than we expect. If something feels off about them, ask whoever runs your yard or your vet.
